Pinto Ribeiro Advogados has reinforced its Public Law team with the integration of Rui Lanceiro. Until April 2024, he worked in the Office of the Minister for the Environment and Climate Action.
Rui Lanceiro vai integrar a equipa de Direito Público da Pinto Ribeiro Advogados. O advogado exerceu, até abril de 2024, funções no Gabinete do Ministro do Ambiente e da Ação Climática.
Rui Lanceiro is the latest addition to Pinto Ribeiro Advogados, joining the Public Law team, coordinated by partner Inês Ucha.
In recent years, between April 2022 and April 2024, Rui Lanceiro worked in the Office of the Minister for the Environment and Climate Action, where he monitored legislative and regulatory procedures in areas such as environmental and energy law, drafted opinions and monitored the Ministry’s litigation, and was also responsible for monitoring the administrative procedures for environmental licensing and environmental impact assessment.
As well as being a lawyer, Rui Lanceiro is an Assistant Professor at the University of Lisbon School of Law, where he has taught for over 18 years and where he obtained his Law PhD summa cum laude. He has a solid academic background, being specialized in the areas of Administrative Law, European Union Law, Environmental Law, and Energy Law.
For nine years, he was a legal clerk to the Office of Judges of the Constitutional Court, helping to draft opinions, analyse and providing advice on the review of the constitutionality and legality of rules, as well as on the other powers of the Constitutional Court.
His experience in the public sector also includes advising the Portuguese Environment Agency (APA) during the Portuguese Presidency of the Council of the EU, as well as working in various ministerial offices, namely in the office of the Secretary of State for the Environment (2010-2011), the Minister of Health (2009-2010) and the Secretary of State for the Presidency of the Council of Ministers (2008-2009).

Rui Lanceiro é a mais recente contratação da Pinto Ribeiro Advogados, passando a integrar a equipa de Direito Público, coordenada pela sócia Inês Ucha.
Nos últimos anos, entre abril de 2022 e abril de 2024, Rui Lanceiro exerceu funções no Gabinete do Ministro do Ambiente e da Ação Climática, no qual acompanhou o procedimento legislativo e regulamentar em áreas de Direito do Ambiente e da Energia, elaborou pareceres e acompanhou o contencioso do Ministério, sendo também responsável pelo acompanhamento dos procedimentos administrativos de licenciamento ambiental e de avaliação de impacto ambiental.
Além de Advogado, o Rui Lanceiro é Professor Auxiliar na Faculdade de Direito da Universidade de Lisboa, onde leciona há mais de 18 anos e onde obteve o seu doutoramento em Direito (ciências jurídico-políticas), com louvor e distinção. Tem um percurso académico sólido, com especialização, nomeadamente, nas áreas do Direito Administrativo, do Direito da União Europeia, do Direito do Ambiente, ou do Direito da Energia.
Foi, durante nove anos, assessor do Gabinete de Juízes do Tribunal Constitucional, prestando funções de assessoria no âmbito da fiscalização da constitucionalidade e da legalidade de normas, bem como no âmbito das restantes atribuições do Tribunal Constitucional.
A sua experiência no setor público inclui ainda a assessoria na Agência Portuguesa do Ambiente (APA) durante a Presidência Portuguesa do Conselho da UE, bem como funções em diversos gabinetes ministeriais, nomeadamente no gabinete do Secretário de Estado do Ambiente (2010-2011), da Ministra da Saúde (2009-2010) e do Secretário de Estado da Presidência do Conselho de Ministros (2008-2009).
