He has a solid academic background, being specialized in the areas of Administrative Law, European Union Law, Environmental Law, and Energy Law.<\/p><p>For nine years, he was a legal clerk to the Office of Judges of the Constitutional Court, helping to draft opinions, analyse and providing advice on the review of the constitutionality and legality of rules, as well as on the other powers of the Constitutional Court.<\/p><p>His experience in the public sector also includes advising the Portuguese Environment Agency (APA) during the Portuguese Presidency of the Council of the EU, as well as working in various ministerial offices, namely in the office of the Secretary of State for the Environment (2010-2011), the Minister of Health (2009-2010) and the Secretary of State for the Presidency of the Council of Ministers (2008-2009).<\/p><p>According to In\u00eas Ucha, partner and coordinator of the public law department, \u201c<em>it is a privilege for Pinto Ribeiro Advogados and the Public and Regulatory Law Department to have a lawyer with Rui&#8217;s profile and experience. Given his academic career, Rui&#8217;s integration is another decisive step in the strategic growth our legal practices in the fields of Energy and Environment<\/em>\u201d.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-26dd58f\" data-id=\"26dd58f\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-433b3c4 elementor-widget elementor-widget-text-editor\" data-id=\"433b3c4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Rui Lanceiro \u00e9 a mais recente contrata\u00e7\u00e3o da Pinto Ribeiro Advogados, passando a integrar a equipa de Direito P\u00fablico, coordenada pela s\u00f3cia In\u00eas Ucha.<\/p><p>Nos \u00faltimos anos, entre abril de 2022 e abril de 2024, Rui Lanceiro exerceu fun\u00e7\u00f5es no Gabinete do Ministro do Ambiente e da A\u00e7\u00e3o Clim\u00e1tica, no qual acompanhou o procedimento legislativo e regulamentar em \u00e1reas de Direito do Ambiente e da Energia, elaborou pareceres e acompanhou o contencioso do Minist\u00e9rio, sendo tamb\u00e9m respons\u00e1vel pelo acompanhamento dos procedimentos administrativos de licenciamento ambiental e de avalia\u00e7\u00e3o de impacto ambiental.<\/p><p>Al\u00e9m de Advogado, o Rui Lanceiro \u00e9 Professor Auxiliar na Faculdade de Direito da Universidade de Lisboa, onde leciona h\u00e1 mais de 18 anos e onde obteve o seu doutoramento em Direito (ci\u00eancias jur\u00eddico-pol\u00edticas), com louvor e distin\u00e7\u00e3o. Tem um percurso acad\u00e9mico s\u00f3lido, com especializa\u00e7\u00e3o, nomeadamente, nas \u00e1reas do Direito Administrativo, do Direito da Uni\u00e3o Europeia, do Direito do Ambiente, ou do Direito da Energia.<\/p><p>Foi, durante nove anos, assessor do Gabinete de Ju\u00edzes do Tribunal Constitucional, prestando fun\u00e7\u00f5es de assessoria no \u00e2mbito da fiscaliza\u00e7\u00e3o da constitucionalidade e da legalidade de normas, bem como no \u00e2mbito das restantes atribui\u00e7\u00f5es do Tribunal Constitucional.<\/p><p>A sua experi\u00eancia no setor p\u00fablico inclui ainda a assessoria na Ag\u00eancia Portuguesa do Ambiente (APA) durante a Presid\u00eancia Portuguesa do Conselho da UE, bem como fun\u00e7\u00f5es em diversos gabinetes ministeriais, nomeadamente no gabinete do Secret\u00e1rio de Estado do Ambiente (2010-2011), da Ministra da Sa\u00fade (2009-2010) e do Secret\u00e1rio de Estado da Presid\u00eancia do Conselho de Ministros (2008-2009).<\/p><p>De acordo com In\u00eas Ucha, s\u00f3cia e coordenadora do Departamento de Direito P\u00fablico, \u201c\u00e9 um privil\u00e9gio para a Pinto Ribeiro Advogados e para o Departamento de Direito P\u00fablico e Regulat\u00f3rio passar a contar com um advogado com o perfil e experi\u00eancia do Rui.
